UHURA 21c

Summary:

This release is a quick fix for a bug introduced in version 21a. An undeclared variable (error) in core_get_data() in lcgcpSiteMover.py threw an exception whenever there was a stage-in error, leading to a bad/wrong pilotErrorDiag.
