Summary

* Updated command setup for xrdcp. Previously the command failed in 64-bit
mode due to a bad setup file needed for the command. This setup file is
now avoided and the pilot is setting the necessary library path instead.
The site mover now fails immediately if it detects a problem with [the new
version of] xrdcp. Previously the site mover attempt to use the default
xrdcp command installed at CERN (which is broken). Note: the command setup
is currently hardcoded in the pilot for use at CERN due to the complicated
command setup (e.g. the cmtconfig value is used in the path to distinguish
32 from 64 bit version). This will be changed in a later pilot version

* The lcgcp2 site mover is now using the schedconfig.seopt list (if set)
for proper SE matching during stage-in. Previously there was a problem at
Taiwan with this site mover since they are using two SRM hosts and the
site mover only matched files to the default SE listed in schedconfig.se.
Furthermore, the SURL path has been updated which also was not correct at
Taiwan
