Summary

* Simplification of stage-out functions; now using the same method for
determining the SE and LFC paths (xrdcp, local, lcg-cp and lcg-cp2 site
movers) fixing especially two problems: bad xrdcp SE and LFC paths, and
handling of [] in se[prod]path names in lcg-cp2 site mover (previously
only supported in lcg-cp site mover but will be needed when lcg-cp2 site
mover will be used instead in combination with server side LFC
registrations)

* Hot fixes for software and site root paths for CERN by Rodney Walker

* Removed outdated hardcoded dev server voatlas04 in code related to
CERNVM (requested by Dan van der Ster)

* Now sending CONDOR slot id with host name for both getJob and updateJob
commands (requested by Kaushik De and Tadashi Maeno)

* The JEM module has been updated (Tim dos Santos). Fixed: passing of
certain configuration parameters to JEM in some cases didn't work
correctly; exit codes of finished jobs were not always passed to JEM
correctly; when a user requested JEM, but our service denied activation
(for load-limit, flood-protection or maintenance reasons), JEM now is run
in offline mode for that job (as opposed to have it not run at all)
