Summary
* Panda mover jobs were affected by a change in the previous pilot version
related to generic user jobs using direct access causing a drain in the US.
* A change in the xrdcp site mover affected ANALY_CERN jobs where the copy
tool setup is special (setting up an alias and not directly sourcing a
setup file). Problem not seen in HammerCloud RC tests.
