Summary
* File size and checksum test is skipped when dCache path can not be reached (e.g. IU_OSG which uses the MWT2_IU SE and does not have direct access to /pnfs).

* Space checks defaulting to using df has been removed.

* Port number used for queuedata downloads from cern is now modified on the fly (Graeme)
