Summary
The previous versions didn't send log metadata to the server for a subclass of failed jobs. Specifically, this patch aims to address the jobs with ddm error code 200.
Version info
Changed isLogfileRegistered() to isLogfileCopied() in updatePandaServer(). This prevented some failed jobs to to send XML for the log file to the server (pilot)
