UHURA 16 version info:

16a:
Created makeHTTPUpdate() which is used for the Panda server updates. For final updates,
it will attempt several updates if necessary to prevent lost heartbeats. For complete
failures it will leave the job for another pilot if the site supports job recovery (pilot, pUtil)
Now using copyprefixin properly in get function (Mover)
Corrected for double slashes in paths (UberftpSiteMover)
Minor cleanups in httpConnect (pUtil)

16b:
Sleeping 5 seconds at the end of the pilot to allow the stdout to catch up. Otherwise the
log is cut off in the batch stdout. (pilot)
Hot fix for OSCER: Removed troubling port number from pfn (UberftpSiteMover)

Now removing _sub* from dsname already containing _tid* in lcgcpSiteMover, dCacheLFCSiteMover
