Memory monitoring update

-  Currently the memory monitoring is using a fixed release version (21.0.22) but until now the cmtconfig was not correct (it used the cmtconfig from the job and not for the fixed release), this has now been fixed.

Event service

- Yoda updates: 1) avoid Yoda import of mpi4py in nonMPI mode, 2) avoid sending SIGTERM to process group

- Update to time-out function update to make it return if the subprocess gets stuck.
