* Temporarily out-commented rucio activation during stage-in for sites in migration (pilot will not attempt to generate file paths using rucio

conventions during stage-in but get them from the LFC as before; stage-out will use rucio paths)

* Changed default .action from None to empty string to avoid problem when fake server updates are used on NG. Requested by Andrej Filipcic

* Added several updates for handling of install jobs, to allow install

jobs on several sites where problems previously occurred (pilot internally makes a difference between analysis sites and production sites; problems occurred since install jobs are treated as analysis jobs which failed when trying to run install jobs on production sites. Now fixed). In case further tests reveal additional problems, the pilot will be updated asap. Requested by Alessandro de Salvo
