Summary

* A new pilot option has been added for setting the working group; -v . This will then be forwarded to the dispatcher when asking for a job

* The pilot clean up utility has been updated with more cleanup rules; lost job work dirs containing empty PandaJob dirs as well was dirs containing jobState-MAXEDOUT files (i.e. lost jobs that could not be recovered even after 15 attempts)
